Check with HDB for the latest restrictions.

If not wrong, the partner needs to offload the private property, due to restrictions

Get legally married/ documentation overseas. Do not register it with ROM.

I have a somewhat similar problem.

What to do, the policies are old and attempt to cover more grounds, today gets in the way of progress and effectiveness.

Keep both properties separate; don't add each other as co-owner and don't change either of your home address on your NRIC. However, one of you will have to pay a higher property tax coz as a married couple, only one of you are eligible for subsidised property tax.
